Jon
A. Bisher - City Manager
Jon Bisher is the City Manager for Napoleon, a
charter city that has adopted the Council/Manager form of government.
Jon has held the Manager position since February of 1998. Prior
to this he was Executive Director of the Henry County Community
Improvement Corporation (CIC), a nonprofit corporation that does
economic development for Henry County and Napoleon.
Before his retirement, Lt Col Bisher was an
active duty Air Force officer who served over 20 years. At his
last military assignment, Bisher taught
military history for four years at Bowling Green State University. While at
Bowling Green, he served as the chair
of Aerospace Studies Department and as the AFROTC Detachment
Commander.
His
prior military assignments included being the U.S. Air Forces’ Chief of
B-52 Pilot Academics, and that training school’s lead B-52 flight line
instructor. Jon is a rated command bomber pilot with over 5,000
flight hours and over 100 missions flown in the Vietnam conflict. He was
awarded the Air Medal with four oak leaf clusters and the Distinguished
Flying Cross for his combat flying.

High
School graduate, Jon received his BA degree
in Pulp and Paper Engineering from Miami
University,
Oxford,
Ohio, and his Masters in Education
Administration from Pepperdine
University,
Malibu,
California. Additionally, Jon
holds a Ph.D. in Adult and Continuing education from the
University
of North Texas in
Denton,
Texas. He has completed the
Ohio Basic Economic Development Course and is a certified Economic
Development Financial Planner through the National Development Council
seminar program. He is a past president of Northwest Ohio Regional
Economic Development Association (NORED), a past chair of the board of
trustees of Northwest
State
Community College, and is a
current member of the board of trustees of the
Henry
County Senior
Center. A fourth
generation native of Henry
County,
Jon has lived in Napoleon with his wife Kathryn since 1985. They
have four grown sons.
