Billy D. Harmon is the Law Director for the City of Napoleon. In this position he provides legal representation for the City of Napoleon and all officers and employees of the City in matters relating to their official duties. This includes preparation and review of contracts, legislation, and other legal documents. Additionally, the Law Director is the prosecuting attorney for the City of Napoleon in Napoleon Municipal Court.

Prior to obtaining the position of City Law Director, Mr. Harmon was an Assistant Prosecuting Attorney in the Henry County Prosecutor’s Office. His primary responsibilities in that position included advising county commissioners, township trustees, and other elected officials, as well as representing Henry County in civil matters before various courts. Additionally, he was tasked with assisting in criminal prosecutions. Mr. Harmon also previously worked for the law firm Wesche & Harmon, Ltd. in Napoleon, Ohio where his private practice focused on criminal defense and immigration.

Mr. Harmon is a veteran of the United States Army. He joined the Army in the year 2000. After completing infantry basic training and graduating from the Army Airborne School, Mr. Harmon successfully completed the necessary training to join the special operations community as an Army Ranger. Mr. Harmon served as a member of the 1st Ranger Battalion, 75th Infantry, from the year 2000 until 2003.

Mr. Harmon is married to fellow veteran and attorney Elisa Harmon. Elisa Harmon is a partner in the law firm Wesche & Harmon, Ltd. in Napoleon, Ohio where she practices in estate planning and real estate law. Mr. and Mrs. Harmon have three kids and currently live in Henry County, Ohio.
