I am writing to you today in strong support of federal funding for the City of Napoleon’s “Sewer Separation Project.” The estimated cost of the 20-year plan, agreed upon by the City of Napoleon and OEPA, totals approximately $35 million. At this point, citizens and business owners of Napoleon are bearing the cost of this massive project.
Sanitary sewer and water rates for the City of Napoleon are one of the highest for a city of its size. Beginning January 1, 2006, sanitary sewer rates (capacity and commodity charges) were raised an additional 18%, and will increase 18% in 2007, and again in 2008. Overall, this involves more than a 50% increase during the next three years for sanitary and sewer charges. In addition, Napoleon’s citizens currently pay $5 each month towards a sanitation special fund collected to help raise matching funds for cleanup projects.
I write to encourage you to make the City of Napoleon a priority during the FY07 Appropriations cycle, and help our city secure federal funding to alleviate a small percentage of the cost our citizens have to endure over the next 20 years. A $35 million dollar project divided by a population of 10,000 is too callous of a request when residents are already paying massive rates for a city of its size.
