About
The Human Resource Department is the cornerstone of all departments. The Human Resource Department oversees employment opportunities and manages HR for all city employees. The City of Napoleon has 115 full-time benefited employees, and a large number of part-time and seasonal employees. Positions included skilled labor, administrative, professional, and public safety. We provide a variety of human resource services for the City of Napoleon's dynamic and diverse workforce.
Mission
The Human Resource Department takes a leadership role and provides services in support of the City of Napoleon’s vision by promoting the concept that our employees are the most valuable resource and will be treated as such.
· Ensuring that the Human Resources department is given the tools, training, and motivation to operate in the most efficient and effective manner.
· Promoting and recruiting the best-qualified people and recognizing and encouraging the value of diversity in the workplace.
· Providing competitive salary and benefits packages and developing the full potential of our workforce by providing training and development opportunities to enhance their careers.
· Providing a work atmosphere that is safe, healthy and secure, as well as conscious of long-term family and community goals.
· Establishing, administering and effectively communicating sound policies, rules, and practices that treat employees with dignity and equality, while maintaining company compliance with employment and labor laws and labor agreements.
· Ensure that employees are managed fairly, are well-trained, supported, and assigned job duties to accomplish City business objectives in a cost-effective, efficient, and safe manner.
Responsibilities
The Human Resource Department develops and administers all programs associated with HR which include, but are not limited to, the follow:
· Adherence to EEO, FMLA, and ADA
· Administration of employee benefits
· Compensation administration and Payroll
· Recruitment and selection
· Employee orientation
· Employee Relations
· Health and Wellness administration
· Job classification
· Labor Market Research
· Workman’s Compensation
· Labor Relations and Negotiations
· Maintenance of personnel records
· Regulatory compliance
· Retirement processing
