In 2018, Napoleon stakeholders approached the City of Napoleon about establishing an outdoor refreshment area to highlight the downtown businesses. In June of that same year, the Napoleon City Council passed a resolution establishing such an area and received approval by the State of Ohio. The Napoleon Outdoor Refreshment Area (NORA) came to fruition.
Visitors have 27.1 acres within the NORA to take in at their leisure with several historic buildings providing the backdrop. Quant shops, restaurants, pubs, and our local winery provide visitors with opportunities to pick up something special or enjoy the food and beverage options that are available to them. Signage designating the NORA are visibly outlining the areas that visitors can stroll casually with their preferred beverage of choice while taking in these sites
The Napoleon Outdoor Refreshment Area (NORA) launched July 10, 2018, in portions of downtown Napoleon in an effort to encourage more people to patronize our local shops and restaurants. The NORA allows patrons of our downtown restaurants, pubs, and entertainment events to carry up to 16 oz. of an open alcoholic beverage in a designated cup.

What are the hours of operation for NORA
NORA hours of operation are Sunday Through Saturday, 12:00 p.m. to 1.00 a.m
Can I take my NORA cup anywhere in the City of Napoleon?
No, the cups must remain within the NORA posted sign boundaries. Leaving the NORA with an alcoholic beverage breaks State of Ohio Container laws.
Can I take an empty NORA cup into a business then reuse it?
No, all NORA beverages must be served in a new, unused Official Cup. You must throw away a NORA cup before entering any business.
